Tamara it is the administrative center of the Kelmendi region. The name of the village comes from Tamara, the name of wife the Vezir of Shkodra who ordered the construction of the Vukli bridge on the river Cem in the second half of the 18th century. The bridge is given its name and the village is named with the same name. Tamara has about 500 inhabitants.

Tamara has become famous for the so-called “red-tailed trout” which has its entire body covered with small drops and can have a size up to 50 cm. This trout has become a tourist attraction for visitors to the Kelmendi valley.
